A constitutional proposal in ArbitrumDAO would resume new Stylus contract activations on Arbitrum One, paused by the Security Council on 2 October, by requiring a limited security audit and an activation signature from an Arbitrum Foundation multisig. The DAO could revoke the delegation at any time.

Arbitrum wants to switch Stylus back on, with a gatekeeper. A constitutional proposal posted to the ArbitrumDAO forum would resume new Stylus contract activations on Arbitrum One three weeks after the Security Council froze them.
Why Stylus was paused
Stylus lets developers write Arbitrum contracts in languages such as Rust that compile to WebAssembly (WASM). On 2 October, the Security Council paused new activations on Arbitrum One and Nova as an emergency measure. According to Arbitrum’s notice, all findings so far posed only a denial of service risk to chain liveness and no user funds were at risk. Existing Stylus contracts keep running and can be renewed, and Solidity contracts are unaffected.
What the proposal does
The proposal would install a new Stylus Activation Contract. Each new contract would need to pass a limited security audit by an Arbitrum Security Program auditor, which checks among other things that it was built with the standard Stylus compiler and contains no hand crafted WASM. It is not a full audit of business logic. Once a passing result is posted on the forum, an Arbitrum Foundation multisig would provide an activation signature, and the developer completes activation.
The DAO keeps the right to change or revoke the delegation through a future constitutional vote. The change uses capabilities already in ArbOS 61 and needs no network upgrade. The proposal cites “the evolving tide of AI-assisted attack vectors” as the reason for the extra checks.
What it means for traders
- No impact on funds: balances and Solidity apps on Arbitrum are unaffected.
- Some decentralization trade-off: a Foundation signature becomes a gate for new Stylus code.
