Binance says it has now covered 90% of the assets stolen in this week's hack, using part of its SAFU fund, part of the Futures insurance fund and its own treasury. It says ten major tokens including BTC, ETH and USDT are fully backed 1:1, and withdrawals remain on track to reopen on Sunday, November 1.

The Binance hack update that traders were waiting for landed on Saturday afternoon. In its Security Incident Recovery Update #3, Binance says it has replenished 90% of the stolen assets, up from roughly 80% in its previous update, and that “Binance will absorb the financial impact of these stolen funds, not our users.”
The exchange had already said it set aside more than $6.34 billion in company funds to cover the losses. Co-CEO Richard Teng repeated the message on X, saying Binance is “committed to covering the remaining 10%.”
Ten tokens fully backed
According to the update, BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC are now “fully backed 100%”. The outstanding 10% sits in smaller tokens outside that list. Binance says these are less liquid and “may take longer to source”, and that it keeps buying them through market and OTC channels with help from industry partners.
Where the money came from
Binance lists three sources for the replenishment:
- SAFU. A partial deployment of the Secure Asset Fund for Users, expected over the next 24 hours. Binance says it will refill SAFU back to about $1 billion afterwards.
- Futures insurance fund. Only the excess above the required level was released, Binance says, and the fund stays above the coverage its risk framework requires. It still notes that no exchange can fully rule out auto-deleveraging (ADL) in extreme volatility.
- Corporate treasury. Binance’s own balance sheet covers the rest.
Proof of reserves and withdrawals
A new proof of reserves snapshot was taken at 00:00 UTC on October 31 and is already on the PoR page. The full zero-knowledge proof takes 40 to 50 hours to generate, so users can verify 1:1 backing of the ten tokens once it is out, estimated by Tuesday, November 3 (UTC). Binance says it remains on track to reopen withdrawals on Sunday, November 1, with details to follow.

What it means for traders
- Sunday is the test. The withdrawal reopening is the next milestone. A smooth, phased restart would ease the pressure that showed up in ETF outflows and crypto stocks this week; a delay would likely bring it back.
- Altcoin balances are the gap. If you hold smaller tokens on Binance, they are in the 10% that is not yet fully covered, according to the update.
- Futures traders: note the ADL caveat. Part of the insurance fund was reallocated, so it is worth knowing how ADL works on any venue you use.
- Verify, do not assume. Check your own balance on the PoR page once the full proof is published.
