Cardano treasury asked to spend 22 million ADA on a tokenized copper reserve

24 Oct 2026

TL;DR

Toto Finance is asking Cardano's community treasury for 22 million ADA, about $5 million, to buy and tokenize physical copper. CoinDesk calculates copper would need to rise about 49.4% for the treasury to break even. Voting closes on 15 November.

Cardano’s on-chain governance is facing one of its more unusual spending requests. Toto Finance, a company that turns physical commodities into blockchain tokens, wants 22 million ADA, roughly $5 million, from the community treasury for what it calls the Cardano Strategic Copper Reserve. Voting closes on 15 November.

The plan

About two-thirds of the money would buy exchange grade copper stored in a COMEX approved warehouse near New Orleans, with a token called CuTT representing each verified pound. The metal would be held for 18 to 24 months and then sold over the following year, with proceeds and unused funds returned to the treasury by month 36. There is no guarantee the treasury gets its ADA back.

The other third covers storage, insurance, audits, oversight and Toto’s work. Toto could receive up to about 3.36 million ADA, roughly 15% of the request, through technology and management fees, an execution fee and a margin on storage and insurance invoices. It would also keep commercial rights to its separately funded CuTT business. Tokens would first be minted on Ethereum and bridged to Cardano, and the contracts and audits are still future work.

The math

CoinDesk calculates that if the full budget is spent and ADA’s dollar price stays unchanged, copper would need to rise about 49.4% for the treasury to recover its withdrawal. The proposal assumes copper is bought at $6.73 a pound and sold near $10.06. Founder Monty Metzger said bullish scenarios project about 30% annual appreciation but acknowledged prices “can also decline,” and said “Toto takes no profit from this proposal.”

Spending room is tight. Of a 500 million ADA withdrawal cap running to about July 2027, 457.4 million had been used by 16 October, so this request would consume just over half of what remains. In May, a 7.8 million ADA request for the Cardano Summit failed to reach the two-thirds threshold.
