Solana is pushing into regulated Hong Kong finance. The Solana Foundation has signed a strategic agreement with Anchorpoint Financial Limited, a licensed stablecoin issuer in Hong Kong, to launch the HKDAP stablecoin for retail payments and tokenized assets, U.Today reports. It is described as Anchorpoint’s first direct collaboration with a public blockchain foundation.
Who is behind HKDAP
Anchorpoint is a consortium of Standard Chartered Bank (Hong Kong), telecom operator HKT and Animoca Brands, and it holds an FRS01 licence from the Hong Kong Monetary Authority (HKMA). Running on Solana is meant to allow instant issuance and redemption, giving retail users and real-world asset (RWA) trading a regulated banking on-ramp.
The deal rests on Hong Kong’s Stablecoins Ordinance, in force since August 1, 2025. Any issuer of a fiat-referenced stablecoin must hold an HKMA licence, fully back the token with high-quality liquid reserves and redeem it at par. Because the Hong Kong dollar is pegged to the US dollar within a 7.75 to 7.85 band, HKDAP is effectively another dollar-linked token, but issued outside direct US regulation. Mainland China, by contrast, still bans crypto transactions and tests the digital yuan only in state-run pilot zones.
Solana’s stablecoin numbers
According to rwa.xyz data as of October 30, 2026, cited in the report, total RWA value on Solana is $18.89 billion. About $14.13 billion of that, roughly 75%, is stablecoins, with $370.94 billion in monthly transfer volume across 13.56 million addresses. The Solana Foundation is also joining Hong Kong’s OASES government programme, opening a local office and rolling out a TAP tokenization programme with PwC.
What it means for traders
- Bank-backed stablecoins on Solana add to the network’s real usage story, which matters more for SOL’s medium-term narrative than for short-term price moves.
