Withdrawals now make up about 55% of XRP deposit and withdrawal transactions on Binance and across centralized exchanges, close to August levels. At the same time Binance's XRP Sharpe-like ratio fell to a four-month low, leaving the token at about $1.29 heading into the Fed's October 28 decision.

XRP is sending mixed signals two days before the Federal Reserve’s October 28 rate decision. On-chain data shows more XRP transfers leaving exchanges than arriving, but the token’s risk-adjusted returns on Binance have dropped to their weakest in four months, according to BeInCrypto, citing CryptoQuant analysts.
XRP exchange withdrawals near August levels
Analyst Amr Taha reported that withdrawals made up 55.75% of Binance’s seven-day XRP deposit and withdrawal transactions on October 25. Across all centralized exchanges the withdrawal share was 54.85%. Both readings are within one percentage point of their August 18 levels.
The metric counts transactions, not XRP volume, so a withdrawal-heavy mix means more transfers leaving exchanges, not necessarily more tokens. Binance’s seven-day whale-versus-retail outflow spread read 49.5% on October 26, compared with 29.7% across all exchanges.
Value data complicates the picture. Large holders recently sent about $112.4 million worth of XRP to Binance, the most in seven months, which suggests big players are active in both directions.
Sharpe-like ratio at a four-month low
Binance’s XRP Sharpe-like ratio fell to about -0.2641, its lowest level in four months, per CryptoQuant contributor Arab Chain, who said the decline points to worsening risk-adjusted returns. XRP traded at $1.29, down 1.68% over 24 hours at the time of the report.
The Fed is the next test
The Fed raised rates by 25 basis points in September. CME FedWatch prices a 90.6% chance of a hold at 3.75% to 4.00% on October 28 and a 79.7% chance of a hike in December. With a pause largely priced in, guidance about December may matter more for risk assets like XRP than the decision itself.
What it means for traders
- Do not over-read one metric: transaction counts cannot confirm that supply is leaving exchanges, and a weak Sharpe ratio does not by itself forecast direction.
- Event risk: expect higher volatility around the Fed statement and press conference on October 28.
