Binance is reopening withdrawals in phases from 06:00 to 09:00 UTC on November 1, starting with 15 networks including Bitcoin, Ethereum, BNB Chain and Solana. The exchange says it has now covered about 95% of the $6.3 billion hit, with top assets 100% backed.

Binance withdrawals are coming back. In its fourth recovery update after the record hack, Binance said it would start phase one of withdrawals on Sunday, November 1, 2026, in a window between 06:00 and 09:00 UTC. The exchange also said it has now covered about 95% of the roughly $6.3 billion in affected assets, up from about 90% in its previous update, Reuters reported.
Deposits stayed open throughout and were not affected by the incident, according to Binance.
Which networks reopen first
Phase one covers 15 networks with selected assets, according to the update as summarised by TokenPost and Coinlive:
- Bitcoin (BTC), XRP, ZEC, DOGE and Sui (SUI)
- Ethereum (ETH, USDT, USDC) and BNB Smart Chain (BNB, USDT, USDC)
- Tron (TRX, USDT) and Solana (SOL, USDT, USDC)
- TON (USDT, GRAM) and Polygon (POL, USDT, USDC)
- Avalanche C-Chain (AVAX, USDT, USDC), Arbitrum (ETH, USDT, USDC, ARB), Base (ETH, USDC) and Optimism (ETH, USDT, USDC)
Binance said it ranked networks and asset pairs by user demand over the past week, and that other networks will follow once security and stability checks are done. It warned that heavy traffic at the start may cause delays or failed withdrawals, and that users can retry after a short while.
95% covered, 5% still being bought
Binance said balances in BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC are now 100% backed and can be checked against its proof of reserves snapshot. The remaining 5% consists of less liquid tokens outside the top ten, which the exchange says take longer to source in size through market and OTC channels. Binance repeated that it will absorb the losses and that they will not be passed on to users. A post-incident report is due once the investigation ends. The hacker is still selling
On-chain tracker Lookonchain flagged that the Binance hacker sold 908,793 PROM, worth about $5 million, into a nearly empty Uniswap V2 pool and received just 0.0316 ETH, about $71. The FBI has tied the theft to North Korea’s TraderTraitor group; read our FBI attribution coverage.
What it means for traders
- Expect outflows. Users who waited out the freeze may move funds off the exchange once their network opens, so watch exchange netflow data in the next hours.
- Check your network first. Only the listed asset and network pairs are in phase one. Sending on an unlisted network may still fail.
- Market calm so far. Bitcoin traded near $77,800 and BNB near $705 on OKX at publication, both little changed on the day.
