TL;DR
Bitcoin held near $83,000 on Wednesday while zcash jumped 11% on a set upgrade date and Solana switched on its Alpenglow consensus upgrade. In policy news, the OCC finalized GENIUS Act stablecoin rules, and the UK and France both moved on how DeFi should be regulated.
The stories that mattered for crypto traders on Wednesday, October 21, 2026.
Markets
- Bitcoin holds near $83,000 as zcash jumps. BTC hovered around $83,000 on Wednesday as strong AI earnings lifted tech stocks, while ZEC rose 11% to about $1,260 after Zcash developers set the activation height for the NU7 upgrade, which cuts block times from 75 to 25 seconds. CoinDesk notes the Fed meets on Oct. 27 and 28 and that bitcoin would need to get back above $84,000 before then to look ready for that test. (CoinDesk, CoinDesk)
- Solana’s Alpenglow goes live on mainnet. Solana’s first major consensus upgrade activated around 13:54 UTC on Wednesday, according to the Solana Foundation’s dashboard. It aims to cut transaction finality from about 12.8 seconds to roughly 150 milliseconds; at press time the dashboard still showed 6.6-second finality. (Cointelegraph, CoinDesk)
- PancakeSwap TVL climbs ahead of a fee vote. DefiLlama data shows PancakeSwap’s total value locked rose nearly 19% in a week to $2.4 billion. A governance vote running until Oct. 24 would raise liquidity providers’ share of V3 and Infinity swap fees to 88% and cut daily CAKE emissions by about 69%. (Cointelegraph)
Regulation and policy
- Trump spotlights crypto scam crackdown. The White House planned an event on overseas crypto scams, with the administration saying US agencies have halted about $833 million in crypto tied to these operations and seized 503 fraudulent crypto websites. (CoinDesk)
- OCC finalizes GENIUS Act stablecoin rules. The OCC’s final rule covers stablecoin reserves and redemptions and takes a fresh look at how rewards are weighed against the act’s ban on paying yield. Treasury Secretary Scott Bessent called the law a “watershed moment” for American finance. (CoinDesk, Cointelegraph; our full story)
- UK FCA opens DeFi and crypto consultations. The Financial Conduct Authority launched one consultation on how DeFi firms meet anti-money laundering and financial crime rules, and another on exclusions from crypto regulation following recent legislative changes. (Cointelegraph)
- France wants exchanges liable for some DeFi losses. In a joint response to the European Commission’s MiCA review, French authorities proposed that crypto platforms which actively give customers access to DeFi protocols should vet them and be liable for certain incidents. (Cointelegraph)
- Cardano Foundation pushes back on new MiCA rules. The foundation urged the EU not to create standalone rules for DeFi and staking, arguing regulation should follow an activity’s functions and risks rather than its technology. (Cointelegraph)
- Blockchain groups ask the SEC for clearer rules. Chainlink Labs, the Cardano Foundation, Hedera, Aptos Labs, Ava Labs and the Stellar Development Foundation asked the SEC to write its digital commodity classification directly into the proposed Regulation Crypto Assets framework. (Cointelegraph)
Stablecoins, tokenization and security
- Malaysia launches a tokenized bond platform. Bank Negara Malaysia’s SSDS+ system supports issuing and holding tokenized debt securities, including sukuk, and settles payments in central bank money through RENTAS+. No issued securities or volumes were disclosed. (Cointelegraph)
- Tether leads a $15M round in Mural. The Series A brings the AI-focused payment infrastructure startup’s total funding to $28 million. Its customers include Deel and Opera. (CoinDesk)
- Qubic restarts after a $1.4M wallet hack. An attacker drained about $1.4 million in QU tokens from 1,404 accounts by exploiting predictable seeds from Qubic’s web wallet on some Apple devices and browsers. The network is running again and affected users can file claims until May 1, 2027. (Cointelegraph)
What it means for traders
- Bitcoin is still stuck in a range: with the Fed meeting next week, the $84,000 level is the one to watch, and sharp moves around rate decisions are common, so size positions with that in mind.
- EU rules on DeFi access may tighten: if France’s proposal makes it into MiCA, exchanges that route you to DeFi protocols could add more checks. Compare how EU-regulated platforms like Bitpanda and Kraken handle this in our exchange comparison.
- Wallet security still matters: the Qubic hack came from weak seed generation in wallet software, not from an exchange. Keep wallet apps updated and read our guide to Bitcoin storage trade-offs, plus how we check exchange security in our testing method.
